Policy Associate
Job Description
The Center for Human Nutrition is seeking a Policy Associate to support its efforts related to a new strategic initiative, in partnership with the Bloomberg American Health Initiative, to grow their research, stakeholder, and policy engagement around food systems and food policy including state and federal government policy priorities across the US food systems. The incumbent will research emerging policy issues that advance the Center’s work while working with faculty and staff to develop policy agendas. The individual in this position will engage with local, regional, and national stakeholders, write funding applications, conduct strategic planning activities (SWOT analyses, stakeholder engagement and capacity building), manage and review student funding applications, and other activities that will support growing capacity and partnerships between CHN, the Bloomberg School, and a variety of individuals and organizations around key food policy and food systems issues particularly related to addressing food insecurity, poor diet quality, diet quality and diet-related disease disparities, food equity, and promoting food systems that support environmentally sustainable and healthy food choices for all. This position reports directly to Dr. Yeeli Mui and Dr. Julia Wolfson, both Faculty in the Center for Human Nutrition.
Specific Duties & Responsibilities
- Track federal, state, and local policies related to CHN focus areas.
- Work with CHN faculty and others to develop policy priorities.
- Develop plans to advance policy priorities through technical assistance, research, and advocacy.
- Make connections to other organizations in the public and private sector, who are engaged in promoting similar policies, to build support and form coalitions.
- Support communications and translation efforts related to policies.
- Draft policy papers, issue briefs, and funding proposals as part of these efforts.
- Directly engage with JHU and BSPH fundraising and development departments to pursue funding opportunities for the Food Systems Hub and Community Kitchen.
- Write grant and funding applications; engage with funders to advocate for CHN priorities.
- Meet regularly with the Faculty Directors to review progress and activities.
- Conduct literature searches to provide background information. Abstract and index information based on knowledge of subject matter.
- Collaborate with the other groups across the University including the University’s Offices of Federal Strategy and State & Local Affairs to ensure compliance with federal, state, and local lobbying laws and ethics requirements.
- Perform other related duties, as assigned.
Minimum Qualifications
- Bachelor's Degree required.
- Five (5) years of progressively responsible professional experience in related field (i.e. policy and advocacy, government administration, policy analysis or legislative relations).
- Advanced degree in a related field may substitute for required experience and additional experience may substitute for education, to the extent permitted by the JHU equivalency formula.
Preferred Qualifications
- Master’s degree in public health, public policy, public administration or other related field.
- A minimum of three years of experience working on policy development, legislation, or implementation at the local, state, or federal level.
- Ability to work as part of a small team and with a variety of stakeholders in varying sectors including academia, public health, health care, and private and nonprofit organizations.
- Ability to manage shifting deadlines and competing priorities effectively.
- Excellent analytic, and written and oral communication skills.
- Understanding of concepts of equity as applied to policy.
- Strong critical thinking skills.
- Experience working for the federal or state legislature.

Starting Salary Range: $73,300 - $128,300 Annually (Commensurate with experience)
