Minimum Qualifications Summary
Certification & Education
  • Shall possess, or obtain via completion of a Government-supplied program of instruction, qualifications in the following areas:
    • Rope operations
    • Third Class Swim Qualifications
    • NSW MPC medical care
  • Shall possess, or obtain via completion of a Government-supplied program of instruction, the following certifications within thirty days of contract award:
    • Class C or military vehicle equivalent driver's license
    • Explosives handling and transportation personnel qualification and certification in accordance with OPNAVINST 8023.24B
  • All government supplied certifications listed above not previously held must be obtained within the first 6 months of employment.
    • Successful completion of the following courses
      • Canine handler course
      • Canine handler instructor course
    • Acceptable courses are those recognized by the following organizations:
      • Department of Defense
      • Department of Homeland Security
      • American Working Dog Association
      • North American Police Work Dog Association
      • International Police Work Dog Association
Experience Required
  • Shall have five years' management experience within the past seven years in a similar Multi-Purpose Canine (MPC) and MPC Handler development program. This experience shall include oversight of canine trainers as well as student interaction.
  • Shall have a minimum of seven years' experience within the past ten years of direct hands-on training of both handlers and canines in all of the following areas:
    • Tactical obedience
    • Explosives detection (on and off leash)
    • Bite work/Patrol (on and off leash)
    • Tracking (urban and rural)
    • Infiltration
    • Helicopter
    • Fast rope
    • Rappel (helicopter and structure)
    • Hoist and lower
    • Military and non-standard ground vehicles
  • Shall have a minimum of seven years' experience within the past ten years with the Koninklijke Nederlandse Politiehond Vereniging (KNPV) or Internationale Prufungs-Ordnung (IPO) working dogs sports.
Job Objective
Provided training and program support to train Special Operations Forces MPC Handlers in the operational use of MPCs in accordance with NSW standard operating procedures (SOP). Provide MPC related training to Government personnel, training to new and current MPCs, and advise the Government on the selection of canines and puppies procured outside this contract that are suitable for admission into the MPC program.
Responsibilities
  • Provide recommendations for MPC and canine puppy physical conditioning program.
  • Provide recommendations for student and MPC Handler initial and sustainment training and evaluation.
  • When requested, provide MPC and Handler training, equipment, and SOP testing and evaluation (T&E) services.
  • When requested, attend meetings, conferences, and training events, and provide subject matter expert level recommendations to MPC program personnel on the following topics:
  • MPC and canine puppy initial, corrective, and sustainment training methods
  • MPC and canine puppy physical conditioning methods
  • MPC Handler initial, corrective, and sustainment training methods
  • Operational utilization of the MPC Team
  • MPC Team-specific equipment
  • Provide canine adult and canine puppy selection recommendations for Government-supplied canine adults and canine puppies.
  • Provide bi-monthly work and training schedules to the Government.
  • Coordinate request for resources (training locations, equipment, personnel) to the government.
  • Standardize training for all canines.
  • Inform government of readiness status of each dog on a monthly basis and what is required to bring any canines up to Fully Mission Capable.
  • Ensure all key contract personnel are at the right place, at the right time, in the right uniform, and prepared to train.
  • Be the scheduling touchpoint for the government for which key contract personnel will be supporting various training and travel.
  • Coordinate the leave of any key contract personnel to ensure no gaps in service of the contract.
  • Perform bi-weekly in-person checks to ensure animal husbandry standards are met and inform government leadership immediately if standards are not met.
  • Perform standardized MPC and canine puppy training:
  • Initial training to prepare MPCs to join an MPC Team and be utilized during a Handler Course
  • Sustainment training for MPCs
  • Initial training to prepare canine puppies for MPC selection.
  • Perform independently or supervise the MPC Handler execution of the MPC and canine puppy physical conditioning program to include rehabilitation.
  • Provide evaluation, appropriate initial stabilization, and transportation for MPC and puppy illness and injury.
  • Provide initial training and sustainment training to all MPC Handler and MPC Teams to perform all NSW MPC Team capabilities.
  • Train military personnel with or without canine experience to handle an MPC and perform all NSW MPC Team capabilities.
  • Prepare a student to pass an end-of-course scenario-based evaluation of all NSW MPC Team capabilities.
  • Prepare and/or perform classroom and hands-on training.
  • Prepare and/or give student briefings for safety briefs and training overviews via Microsoft programs such as PowerPoint, Excel, or Word as needed.
  • Perform and return to the Government weekly evaluation of students and provide recommendations to MPC program personnel on Government supplied templates.
  • Perform & return to the Government the Hander Course Evaluation and provide recommendations to MPC program personnel on Government supplied templates.
  • Provide remedial MPC or student training and re-evaluation as necessary.
  • Travel to training locations, set up MPC Team training, and provide training and evaluation services throughout the pre-deployment training cycle.
  • All training, care, and evaluations will be documented on Government supplied templates and returned to the Government.
