Human Resources Consultant - Southeastern PA Region

JOB DESCRIPTION AND POSITION REQUIREMENTS:
Penn State campuses in the Southeastern PA region, Penn State Abington, Brandywine, Mont Alto, and York, are seeking a dynamic and experienced Human Resources Consultant (HRC). This position, reporting to the Human Resources Strategic Partner, operates with a high level of discretion within established guidelines, coordinates HR programs and activities, counsels full-time and part-time employees, as well as management, on HR policies, practices, and procedures, participates in the implementation of University-wide initiatives, and acts as a liaison between HR functional groups and unit leadership.
Typical job duties include but are not limited to:
- Initiate and/or respond to inquiries concerning non-routine and unusual human resources issues (e.g., performance management, employee relations, and workforce planning and development)
- Provide guidance to employees and management on human resources policies and procedures, and best practices
- Interpret policies and procedures and investigate complex issues, obtaining information from higher-level human resources staff and/or referring as appropriate
- Coordinate human resources functions within unit such as performance evaluation, staffing, salary increases, training, etc.
- In conjunction with Talent Acquisition, provide guidance to management on search committee charge, developing appropriate interview questions, identifying appropriate candidate evaluation methodologies, and finalizing offers
- Coordinate and approve human resources/payroll transactions; coordinate the work of support staff as it relates to completing forms and meeting deadlines
- Review human resources laws, regulations, policies for compliance within unit
- Assist with the development of unit-specific human resources policies, procedures, and programs
- Query databases and/or review data provided by support staff, analyze data and prepare reports and proposals
- Investigate and resolve moderately complex issues and employee concerns
- Recommend process improvements (e.g., streamline procedures, realign workloads, eliminate outdated programs, etc.)
- Promote diversity through specific human resources programs such as recruitment and employment activities
- Provide unit representation on various committees

Education & Experience:
This position will be filled at the Advanced Professional or Senior Professional level, depending on the final applicant's experience and education. The Advanced Professional requires a minimum of a Bachelor's degree and three years of relevant experience, or an equivalent combination of education and experience. Additional education and/or experience are required for higher level positions.
The successful candidate must demonstrate knowledge of broad concepts, policies, and procedures related to human resources. They must possess an outstanding customer service orientation, commitment to fostering diversity and equal opportunity, superior written and verbal communication skills, attention to detail and strong organizational skills, aptitude for implementing technology-driven approaches to ongoing work processes, sound judgment and a bility to work independently and cooperatively with various levels of executives, administrators, and staff, and a willingness to embrace and champion change. Previous experience with employee relations and Workday is preferred. HR certification is a plus.
Work Location & Schedule:
The HR Consultant will be based at the Brandywine campus full-time; however, there is an expectation for continuous remote HR support to the Mont Alto, York and Abington campuses as well as travel to these locations, as needed, for team member vacation coverage and during peak transactional periods. Occasional travel to University Park is also expected. This position offers the possibility of a flexible work arrangement that combines remote and on-campus work (Typically 3 days in the office and 2 days at home). The salary range for this position, including all possible grades is:
$68,200.00 - $115,100.00
