Basic Function

Under the direction of the Chief of Police or Sergeant, the Dispatcher operates computers, telephones, and radio communications equipment to receive and record emergency calls and routine calls for service; provides information, dispatches police and other safety and emergency personnel; provides customer service; types, files, and performs a wide variety of clerical and records support duties for the Campus Police and Safety Department.

Representative Duties

1. Receives service requests by telephone on 9-1-1 emergency transfers and business lines; obtains information on the nature of the request/emergency, the location, telephone number of caller and name of caller and other pertinent information, remaining on the line with victims in emergency, as appropriate, creating a record of the information. E

2. Places telephone calls to other police jurisdictions, internal divisions/departments, vehicle tow companies, ambulance services to relay information or request services, maintaining detailed records of the time and nature of each call. E

3. Analyzes situations accurately, utilizes enhanced telephone systems, effectively operates a district communication system, two-way radio, computer aided dispatch equipment, Telecommunications Device for the Deaf (TDD) and other office equipment. E

4. Dispatches police and other department personnel, using police radio codes and relaying information to personnel in the field via radio and computer data terminals. E

5. Listens to each radio transmission from Police and Campus Safety personnel in the field, acknowledges and assists with request for action while entering information into Computer Aided Dispatch system. E

6. Maintains awareness and contact with all Police and Campus Safety units on assignments; maintains status and location of field units; enters, updates, and retrieves information on wanted persons, stolen property, vehicle registration and other information from statewide computer networks; supplies back-up personnel and takes other appropriate steps to provide for the safety of field personnel. Alerts and/or requests assistance, as needed, from surrounding public safety agencies as appropriate. E

7. Refers to maps and reference materials to secure information needed by Campus Police and Safety personnel in the field and dispatch. E

8. Monitors campus surveillance cameras and alarm systems. Dispatches the appropriate personnel based on the nature of the situation/request. Operates remote electronic systems that grant building access and control, as requested or authorized. E

9. Testify in court. E

10. Receives walk-in visitors and telephone inquiries from a variety of individuals. Provides information and resolves routine matters. Logs details in a Computer Aided Dispatch and Records Management System on all visitors to the department and phone inquiries received. E

11. Performs a wide variety of clerical functions that support the overall operations of the Campus Police and Safety Department, including front counter and phone customer service. E

12. Records and retrieves data for police and safety statistics and Cleary reporting. E

13. Prepares reports and logs of unusual incidents; contact agencies involved with major emergency operations such as the County Fire Department, neighboring police agencies and various State agencies that deal with emergency and disaster operations. E

14. Prepares police reports, incident reports and other materials; process files or duplicate as appropriate. E

15. Assists Campus Police and Safety personnel with processing court and other administrative paperwork in a timely manner. E

16. Retrieves data using manual and electronic record keeping systems for background and other investigatory requests. Reviews documents for accuracy and completeness. Forwards gathered data to police management. E

17. Contacts Facilities and other Utility departments for emergency maintenance issues on campus. Prepares and completes appropriate work orders in compliance with District procedures, as needed. E

18. Serves as a back-up for the distribution and receipt of District-issued equipment from contractors and employees, as needed. E

19. Processes and distributes temporary parking permits as needed. Maintains parking enforcement databases. E

20. Notifies Police Management of officer call outs. Contacts off-duty campus officers as instructed by management to schedule shift coverage. E

21. Performs related duties that support the overall objective of the position.

Knowledge and Abilities

Knowledge of:
• General police dispatching procedures, equipment, and practices, police “10” code, and policies and procedures relative to dispatching.
• Office practices, procedures and equipment, including filing systems, receptionist and telephone techniques, and letter and report writing.
• Personal computer-based software programs that support this level of work, including but not limited to word processing, spreadsheet, and database software used in education and law enforcement.
• Anti-bias principles, a “guardian” mindset towards policing and safety, and of the diverse backgrounds of community college employees and students
• Computation of basic business mathematics in sums and statistics.

Ability to:
• Proficiently use English language, grammar, spelling, and punctuation.
• Project human relations skills to present a positive image of the College and the department, convey technical information to others, and use sensitivity in dealing with a diverse population.
• Use keyboard functions and type proficiently.
• Multi-task and handle multiple tasks and/or events.
• Operate modern office equipment including computer equipment and software.
• Operate a motor vehicle safely.

• Operate a radio communications base station to dispatch Police Officers and/or other safety personnel.
• Learn, interpret, explain and apply knowledge of District and department organization, operations, programs, functions and special department terminology when performing assignments.
• Learn and sign DMV and criminal justice releases.
• Arrange, organize and prioritize work in order to meet schedules and timelines.
• Memorize alphanumeric data for immediate communications.
• Work cooperatively with staff, current and prospective students, external organizations, and the public using patience and courtesy.
• Use a personal computer to produce correspondence and reports, and type/keyboard accurately.
• Maintain confidentiality of private and sensitive information.
• Complete Public Safety Dispatchers’ Basic Course (California P.O.S.T.) in dispatch and earn a certificate for access to law enforcement databases (CLETS/NCIC).

Education and Experience

• High School diploma, or the equivalent; AND
• One year of clerical experience involving public contact.
• Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students. Preferred experience in working within a higher education environment is highly desirable.

Foreign Degrees

Any degree from a country other than the United States, including Canada and Great Britain, must be evaluated by an Evaluation Service prior to the closing date. Certification must be attached with copies of transcripts.

License Certificates/Credentials

• Valid Class C California Driver’s License.
• Possession of a valid P.O.S.T. Public Safety Dispatch certificate or successful completion of the P.O.S.T. Public Safety Dispatcher Basic course during the 12-month probationary period.
• Current (or ability to obtain prior to appointment) American Red Cross certificate in First Aid/CPR/AED.
• A California POST background investigation is required, as well as successful medical and psychological evaluations. Candidates must be at least 21 years of age and must be legally authorized to work in the United States under federal law. Ability to work rotating shifts at any time of day or night and in periods of disaster or civil disorder. No felony convictions or other legal restrictions. Must meet CANRA compliance requirement per “California Child Abuse and Neglect Reporting Act (“CANRA,” Penal Code sections 11164-11174.4)”.

Candidates must meet the California State Minimum selection standards set forth in California Penal Code section 13510© and POST Commission Regulations 1956 – 1960, which include regulations relative to satisfactorily passing a written examination, background investigation, medical evaluation and psychological evaluation of the final candidate.

PHYSICAL DEMANDS:
While performing the duties of this job, employees are regularly required to sit or stand for extended periods of time; crouch, walk, bend, reach, twist, drag, lift, and carry items weighing 25 pounds or more; prolonged sitting, standing, and grasping; talk or hear, in person and by telephone; use hands repetitively to finger, handle, feel, operate personal computers and other standard office equipment; and reach with hands and arms.
Must be able to meet the physical requirements of the class and have mobility, vision (including the ability to distinguish colors), speaking, hearing, sense of smell, dexterity levels appropriate to the duties to be performed, ability to use both hands and legs appropriate to the duties to be performed.

MENTAL DEMANDS:
Employees in this classification will be exposed to stressful and emergency situations and must be able to work irregular hours and schedules, and effectively respond to emergency incidents and subject to emergency call out. While performing the duties of this class, incumbents are regularly required to use written and oral communication skills; read and interpret data; use math and mathematical reasoning; analyze and solve problems; learn and apply new information and skills; perform highly detailed work on multiple, concurrent tasks; and interact with District, students, vendors and others encountered in the course of work, some of whom are dissatisfied or abusive.

WORK ENVIRONMENT:
Work is generally performed indoors but may necessitate outdoor work during special events and include on-site work at calls and incidents, use of a District vehicle, and at the Campus Police and Safety Office. When working outdoors: may be exposed to the elements; may work under damp or dry conditions. While working indoors, the environment may resemble a normal office environment in which the employee is regularly required to sit, and use hands to keyboard, type, or handle materials.
