North Carolina State University Transportation Department (NC State Transportation) is a receipts-supported auxiliary within the Office of Finance and Administration responsible for parking and transit services, managing 20,000 parking spaces, maintenance and operation of 10 parking decks, enforcing parking regulations, parking citation review and appeal and administration of a 10-route transit system serving over 2.7 million riders per year.
Essential Job Duties
This position serves as the Assistant Director for Parking Services and Operations providing daily management, operation oversight and routine maintenance for 20,000+ parking spaces (employee, student and visitor), enforcement of parking regulations, parking citation review and appeal functions, parking planning, special event parking operations, addressing impacts to parking due to campus construction, external operation functions and maintenance of transportation facilities and infrastructure. It provides ongoing review of facility plans and studies and develop long and short range facility maintenance programs.
Position provides analysis, creating and interpreting policy for each of the responsibility areas. Position monitors and influences the day to day and operational functions consistently, facilitating strategic planning to effectively meet parking needs in a dynamic environment. It also annually reviews and proposes changes/revisions to University Policy POL 07.60.01- Parking and Transportation Ordinances governing all regulations for campus parking. The authority is provided through the Board of Trustees b G.S. 116.44.4.
The position also directly supervises four (4) employees, each having decision-making responsibilities for specific Transportation functions including parking permit/space management, parking planning, parking regulations, enforcement, appeals adjudication, accessibility parking, and special event traffic/parking operations.

Minimum Education and Experience
- Bachelor’s degree and three years of experience in the area of assignment, of which at least one is supervisory or in a lead-worker capacity; or an equivalent combination of training and experience.
Other Required Qualifications
- Ability to evaluate, comprehend and communicate statutory requirements, University transportation/parking operations best practices and consequences of regulatory change.
- Advanced demonstrated experience with Transportation parking systems and operations.
- Strong supervisory skills required. Demonstrated experience actively managing dynamic team(s). Demonstrated experience in leading and developing people.
- Demonstrated commitment and focus on providing exemplary customer service.
- Ability to deescalate instances of customer frustration/anger.
- Possess knowledge and skill to effectively control and balance permit demand with the resource supply within each permit type designation.
- Ability to effectively integrate large special event operations on campus with hundreds of smaller events, while minimizing the impact and disruption to the normal activities and academic functions of the campus.
- Demonstrate exceptional project management and organizational management skills with the ability to complete projects accurately and on-schedule with little or no supervision.
- Exemplary communication skills, both written and verbal.
- Ability to present to a variety of audiences (internal and external – including but no limited to the Transportation Advisory Committee, Faculty Senate, Staff Senate and other administrative groups as requested) on policy changes, permit cost increases, realignment or reassignment of designated parking decks, lots and/or spaces.
- Must have an overall understanding of and be able to provide input to the Physical Master Plan.
- Skills in the understanding and utilization of the following technology, or ability to learn: Parking management software; event modules; experience in working with gate access systems; mobile pay apps; and experience with License Plate Recognition (LPR) hardware & software.
Preferred Qualifications
- Considerable experience with the following industry systems; AIMS, TIBA, License Plate Recognition (LPR) hardware & software.
- Experience with Peoplesoft.
- Experience working as a credentialed user in the NC DMV system.
- Experience in a higher education environment.
- Demonstrated, advanced troubleshooting and investigative abilities.
Required License(s) or Certification(s)
- Valid driver’s license required.
- Valid NC DL within 60 days of hire, must be maintained.
