The Director of Facility Operations provides strategic leadership, oversight, and management of all aspects of Midland College’s facility operations, including facilities maintenance, groundskeeping, fleet management, and associated support services. This position ensures that all campus facilities are safe, functional, and well-maintained, contributing to a positive environment for students, staff, and visitors. The Director will supervise lead personnel responsible for facilities, grounds, and fleet operations, ensuring that all teams meet operational, safety, and service quality standards. Additionally, this role involves overseeing external contractors and service providers to maintain compliance with college policies and goals.
Required Qualifications
- Bachelor’s degree in Business Administration, Management, Architecture, Engineering, or related field; or an equivalent combination of education and experience such as a journeyman electrician, or journeyman plumber
- A minimum of five years of experience in directing construction, repair work, and/or maintenance operations
- Supervisory experience overseeing facilities operation or construction
- Excellent written and verbal communication skills
- Demonstrated ability to identify and implement creative solutions to complex problems
- Thorough knowledge of facilities management, personnel management, human relations, and commitment to quality service, staff development, and safety
- Working knowledge of maintenance software, budget control, and service performance measurement techniques
- Ability to read and understand construction drawings, plans, and specifications
- Must possess a valid Texas Driver License, have a good driving record, and be insurable on Midland College’s insurance policy
Preferred Qualifications
- Texas Department of Licensing and Regulation Master Electrician or Master Plumber
- Experience with distributed power systems, central plant heating and cooling operations, and plumbing systems
- Five years of experience or more in facilities management or operations
- Supervisory experience overseeing multiple departments or units within a facilities operation
Essential Functions
- Ensure all facility operations staff maintain a high standard of customer service in support of Midland College’s mission
- Lead the planning, budgeting, and management of all existing Midland College facilities, including renovations, preventative, corrective, and deferred maintenance, utilities, and vehicle fleet
- In coordination with Executive Director of Capital Improvements and VP of Operations, participate in planning, budgeting, and management of all proposed new facilities and major capital improvement projects
- Ensure all Midland College facilities comply with relevant city, state, and federal codes and regulations
- Develop and adjust maintenance schedules based on college needs and priorities
- Ensure timely and quality completion of work orders, adapting resources to meet college goals
- Monitor the performance of facilities, grounds, and fleet staff through inspections and follow-ups on work orders to ensure tasks are completed to a high standard and in a timely manner
- Conduct regular site tours to evaluate cleanliness, maintenance, and repair quality across facilities and grounds.
- Create and maintains standard operating procedures for facilities, grounds, and fleet departments to ensure efficient operations and adherence to safety protocols
- Assist with the preparation of bid specifications for contract services, ensuring procurement processes meet college standards
- Assist in the preparation and monitoring of departmental budgets, identifying areas for cost savings and operational efficiency improvements
- Provide supervision of lead personnel responsible for facilities, grounds, and fleet operations
- Oversee contractors and construction projects for the college and coordinate with internal and external stakeholders
- Other duties as assigned

- Must be able to remain in a stationary position 50% of the time
- Must be able to sit or stand for long periods of time
- The person in this position needs to move or drive to other locations on and off campus
- Repetitive use of a keyboard at a workstation
- Use of manual dexterity
- Ability to ascend/descend ladders, stairs, scaffolding, ramps, and/or poles for various maintenance tasks
- Ability to operate motorized equipment
- Must be able to bend, reach overhead, and lift/move equipment in excess of 50 pounds
- The person in this position frequently communicates with others; must be able to exchange accurate information
- Duties indoors and some outdoors in different weather conditions
- Ability to work extended hours and attend Midland College or community events
- Ability to work extended hours, nights, weekends, and holidays as needed
