Summary of Position

The Director of Capital Planning and Development will be responsible for overseeing the development and execution of major system wide capital planning initiatives, space planning, facilities support and maintenance, and property management strategies in collaboration with the institutions. The ideal candidate will have a proven track record in capital planning, space utilization, and property management, with experience in construction and facilities management.

The director works collaboratively with system wide and campus leaders, state agencies, state/local authorities, consultants, contractors, and other stakeholders to ensure that the capital projects meet the strategic goals, budget, schedule, and quality standards of the university system.

  • Bachelor’s degree in Facilities Management, Engineering, Business Administration, or a related field or a combination of education and experience equal to 10 years.
  • Minimum of 8 years of experience in capital planning, space utilization, property management, construction, and facilities management.
  • Proven track record of managing large-scale projects and budgets effectively.
  • Strong leadership, communication, collaboration, and problem-solving skills.
  • Ability to work effectively with diverse stakeholders, including senior administrators, faculty, staff, students, and external partners; ability to influence through credibility, integrity and professionalism.
  • Strong knowledge of real estate and facilities management best practices, including space planning and utilization.

Additional Preferred Qualifications

  • Master’s degree or relevant certifications (e.g., PMP, CCM, CPC)
  • Experience in complex construction project management in higher education.
  • Proficiency in Assetworks is highly desirable.

Duty/Responsibility

  1. Systemwide Capital Planning, Strategy & Reporting:
  • Working with institutions, develop and manage the systemwide capital planning activities, including budgeting, forecasting, prioritization, and investment strategies.
  • Collaborate with system and institutional leadership to ensure capital plans are aligned with the systemwide and institutional strategic objectives and master plans.
  • Analyze and assist leadership with the prioritization of capital projects both at the institutional level and on a systemwide level based on programmatic needs, deferred maintenance, ROI, and risk, etc.
  • Oversee the selection, contracting, and performance of external consultants and contractors for systemwide-related capital planning activities (master plans, facility condition assessment, etc.).
  • Advocate and support the capital needs and interests of the university system to the internal and external stakeholders, including the board of trustees, the state legislature, the governor’s office, state and local authorities and the public.
  • Coordinate reporting of systemwide capital projects to leadership and BOT.
  • Provide regular reporting and updates to institutional and System leadership on major projects, building conditions, future capital planning activities, capital planning issues/concerns, etc.

2.Space Inventory, Utilization, Condition and Planning:

  • Utilize existing technology available to develop and maintain a systemwide space inventory.
  • Conduct systemwide assessments including space utilization and condition, working with institutions, and recommend systemwide improvements to optimize space utilization and layout, address deferred maintenance, reduce leased space when appropriate, and dispose of surplus space, etc.
  • Coordinate with internal stakeholders to inventory space needs annually and understand future requirements.

3. Project Planning, Design, and Construction Policies & Risk Management:
  • Monitor the planning and execution of systemwide renovation and construction activities and provide support to institutions, as needed.
  • Develop and maintain a USNH project delivery manual in collaboration with institutions.
  • Working with all institutions, develop & maintain standard policies, guidelines and specifications for construction projects.
  • Lead and oversee the development, revision, and integration of USNH’s standard design and construction contracts and approve material exceptions to USNH’s standards/requirements in partnership with USNH procurement, general counsel, and others as needed.
  • Oversee, coordinate, and manage the USNH builder’s risk insurance program in collaboration with the USNH risk management department, insurance advisors, general counsel, systemwide and campus leadership, and others as needed.
  • Working with all institutions, develop standard policies and guidelines for construction projects

4. Systemwide Facilities Management:
  • Work with Procurement and institutional facilities teams and leadership to develop and leverage systemwide facilities maintenance contracts for all USNH facilities (housekeeping, fire alarms, sprinklers, elevators, etc).
  • Work with Procurement and institutional facilities teams and leadership to develop and leverage statewide term trade/construction contracts.
  • In partnership with institutional teams, ensure USNH facilities are maintained to high standards, including managing maintenance programs and addressing facility-related issues at the lowest cost possible to the system.
  • Oversee and manage system office administrative facility located in Concord, NH, with support from system office and institutional personnel, as needed.

5. Real Estate and Property Management:
  • Lead and/or support real estate acquisition and disposal, as needed, in collaboration with USNH General Counsel’s Office, institutional leadership, external parties and USNH consultants, etc.
  • Develop and implement property management policies and procedures in collaboration with institutions, USNH General Counsel’s Office, Risk Advisors, etc.
  • Evaluate the need for systemwide property management support (internal or outsource) to effectively utilize and monetize all USNH assets and limit external space leased.
  • Mange existing leases including landlord relations, lease terms, lease extensions, internal communications including funding sources and tenant communications.
