Your Role
The Health Transformation Data & Evaluation team conducts evaluations of innovative programs at Blue Shield to support learning and decision-making around program effectiveness and potential for scaling. The Business Analyst, Experienced role will report to the Senior Manager, Health Transformation Data & Evaluation. In this role, you will support the planning and execution of evaluations related to Blue Shield of California's Health Transformation efforts and more broadly for priority initiatives across the company. You will support all evaluators on the team in collaborating with Health Transformation Implementation, Solution, and Strategy teams, as well as program teams external to Health Transformation, to ensure the learnings and evaluation designs, methodologies, and frameworks are consistent and high-quality. Through this work you will develop expertise in the related domains of evaluation and in evaluation methods themselves.
Your Work
In this role, you will:
- Support the design and implementation of evaluations for a diverse set of initiatives using non-experimental methods
- Assist in designing and building analytic models used for program evaluation
- Support all parts of evaluation planning, including hypothesis generation, aligning on data requirements with program drivers, logic modeling, and documentation
- Contribute to discussions around deciding study methodology and analysis plans with cross-functional teams
- Conduct qualitative and quantitative data collection, analysis, and visualization
- Bring innovative analysis techniques to drive creative measurement strategies and assist in development of new tools and indices
- Assist with the design and/or standardization of procedures, and the generation of procedure-related documents
- Provide analytical support through the analysis and interpretation of data in support of cross-functional business operations
- Contribute to annual operating plans, capital budgets and forecasts, and build business cases for new business initiatives (cost/benefit analysis)
- Develop, prepare, and analyze reports for management review, and present to various levels of management
- Define business requirements and provide analysis to increase operational efficiency for the Evaluation team and for Blue Shield as a whole
- Analyze actual results against plan and forecast and recommend interventions where appropriate
Your Knowledge and Experience
- Requires a college degree or equivalent experience
- Requires 3 years of prior relevant experience
- Training and experience in mixed methods program evaluation, statistics/biostatistics, and measurement methods is preferred
- Experience with planning and executing statistical analysis (data types include but not limited to claims-based data, clinical quality, and surveys) is preferred
- Ability to conduct quantitative analysis without assistance is preferred
- Familiarity with qualitative methods preferred (e.g., semi-structured interviews) is preferred
- Experience performing analyses in statistical programs (R, SAS, STATA, SPSS, etc) is preferred
- SQL experience is preferred
- Exposure to implementing or evaluating healthcare innovations, value-based payment models, and clinical quality improvement or community health programs is preferred
- Experience simplifying statistical analysis interpretation of findings for a business audience is preferred
Pay Range:
The pay range for this role is: $66,770.00 to $93,390.00 for California.

Blue Shield salaries are based on a variety of factors, including the candidate's experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.
