Program Officer I

Job Description

We are seeking a Project Officer I who will work as part of our productive, collaborative research team at the Johns Hopkins School of Public Health. Our team leads research and evaluation in global and US-settings, with a specific focus on gender equity and gender-based violence prevention and response.


This role supports two key initiatives. Specifically, a CDC-supported initiative that evaluates environmental and situational prevention of sexual violence on college campuses. This project partners with two Maryland-based colleges, and assorted stakeholders, and requires significant technical support and strategic planning to implement, document, and synthesize implementation-related steps as well as progress towards goals for study-related data collection and analysis. This role supports linkage from headquarters to the fields site for the purpose of problem solving, technical input, monitoring progress on study goals, and facilitating communication.


The second initiative is the Center for Global Women’s Health and Gender Equity. Established in 2023, the Center is designed to advance global women’s health and gender equity through action-oriented research, training, and translation, with an emphasis on gender-based violence and other harmful practices, empowerment, and health systems equity. Our team leads research, training and translation in diverse global settings in partnership with scholars, policy leaders, practitioners and civil society. The Center’s portfolio includes affiliated research projects, as well as training and translation with diverse audiences in concert with key partners.


The Program Officer I supports programmatic and research operations, data analysis, and the implementation of research, evaluation and practice activities for multiple complex and multi-phase initiatives. Major responsibilities include providing remote/in-person technical assistance during field staff trainings, field pre-testing, and data collection, data management activities, descriptive analysis, qualitative analysis, monitoring SOPs and workplans, and hiring and supervising the student RA team. Beyond providing data management support, the position includes being point of contact for data collections operations -responsibilities including field testing, supporting IRB submission, technical input and coordination of training materials and documenting deviations in study protocols, and monitoring adverse events. The Program Officer I will also support capacity-strengthening activities for our wide range of partners. The role also includes coordinating qualitative and quantitative analysis, conducting qualitative analysis, supporting dissemination activities including coordinating and contributing to resulting manuscripts, presentations/briefs for lay audiences, and grants. Planning and implementation of related meetings, dissemination events, and social media components. Applicants must be able to work independently, manage multiple tasks and priorities, and facilitate the same for external partners and students to advance study goals, under the direction of the PI.


Specific Duties & Responsibilities

  • Point of contact for specific survey and qual operations responsibilities.
  • Assist with grant-reporting to project funders.
  • Document protocol implementation and develop, implement and monitor systems for implementation including survey tools and qualitative guides, implementation fidelity tracking, and adverse events.
  • Coordinate with relevant module and activity-specific leads within related activities/platforms adjacent to these initiatives.
  • Contribute to the JHSPH IRB submission, continuing review, and amendment processes.
  • Contribute to monitoring compliance (clinical trials registration, data safety monitoring board).
  • Contribute to analysis (qualitative and descriptive).
  • Coordinate and contribute technical imputs for training.
  • During active fieldwork, monitoring quality and rapidity of data collection.
  • Assist with preparation of reports, data briefs, and auxiliary publications.
  • Synthesize information across diverse systems.
  • Coordinate and assist with training of partner technical staff.
  • External stakeholder engagement.

Minimum Qualifications
  • Master's Degree in Public Health, Epidemiology, International Development, or a similar discipline.
  • Three years related experience.
  • Additional education may substitute for experience and additional experience may substitute for education to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • Three or more years working in study operations on gender or gender-based violence research or programming, preferably in low or middle-income countries.
  • Professional working proficiency in English.
  • Must be comfortable using various software applications, e.g., Microsoft Office package (Word, Excel, PowerPoint), SharePoint, Dropbox, Teams, etc.
  • Must be a fast learner with independent problem-solving ability and strong communication skills.
  • Excellent written and verbal communication skills,
  • Excellent organizational skills and attention to detail skills required.
  • Must be able to work in Baltimore and travel up to 20% of the time.
  • Experience working in academic or research environments with diverse partners.
  • Experience in JHU procurement and vendor relations.
  • Content expertise in gender equity and gender-based violence or related fields.
