This position will work a hybrid schedule which includes a combination of working both onsite on Campus and remote.

DESCRIPTION

The Herbert Wertheim School of Public Health and Human Longevity Science is dedicated to creating and promoting public health innovations to advance equity, justice, and wellbeing for all. The School focuses on health, diversity, inclusion, and social equity in everything we do. We believe this starts in the workplace, where we actively strive to ensure a sense of belonging for everyone and honor the idea that through our differences, we are better together. In working to fulfill that vision, we are comprised of more than 125 primary appointed faculty and academics, 200 staff members, and 25 secondary appointed faculty and provide mentorship and instruction to 750+ BSPH undergraduate major students and 225+ postgraduate students across six degree programs as well as a clinical residency. We conduct research and instruction in public health disciplines such as Biostatistics and Bioinformatics, Climate & Environmental Health, Community Health Services & Preventive Medicine, Epidemiology, Global Health, Health Behavior, Health Equity & Justice, Health Policy, Public Mental Health & Substance Use, and Technology & Precision Health, totaling ~$255M in grants and contracts and housing five research service cores. We engage in research and teaching collaborations across the University and the community at-large. Partnerships with the community and with health agencies are fundamental to the School.

The HWSPH Education Programs and Student Affairs Manager is responsible for the overall management, coordination, planning, and operations of the School of Public Health academic degree programs administrative services and for supervision and support of the Student and Instructional Services Unit team (program advisor-coordinators and core office staff) and general office management. Under the general direction of and supported by the Associate Dean for Business Affairs and Associate Dean for Education. Works extensively with program Directors and advisor-coordinators, has overarching management of advising, scheduling, TAs, registration, courses, classes, and program reviews, shares program staff oversight and direction with the program Directors. Overarching responsibility to monitor, interpret, and administer UC, UCSD, and other applicable policies governing programs, students, student records, and academic areas including course scheduling and instructional support, advises and consults with School and program leadership. Identifies and implements creative solutions to address problems that require the analysis of unique issues without precedent or existing structure. Resolves matters related to registration, scheduling, enrollment, and fees. Serves as the HWSPH expert for graduate student employment, including collective bargaining and funding. The incumbent coordinates the administrative implementation of academic degree initiatives and program development, leads and/or participates in short and long-term efforts, working closely with the leadership, faculty, staff, and students.

Working in the spirit of the HWSPH Values of respect, humility, compassion, integrity, justice, trust, equity, diversity, and inclusion, the Manager represents the HWSPH and communicates with, engages, and support faculty, students, and staff as well as families and community partners in all aspects of the academic degree programs and develops bidirectional relationships and works collaboratively with campus student services offices such as GEPA, Registrar, Admissions, Financial Aid, Student Financial Solutions, OSD, etc. Works with the School's business office, Dean's executive office, and communications and advancement teams. Participates in project development and implementation, philanthropic and other financial proposals, and media releases and events. The incumbent will function with a high degree of autonomy.

MINIMUM QUALIFICATIONS
  • Nine (9) years of related experience, education/training, OR a Bachelor's degree in related area plus five (5) years of related experience/training.

  • Knowledge of the health professions education industry, administrative analysis and operations research. Knowledge of assigned program requirements and curriculum. Demonstrated experience in a Student Affairs Operation, advising and counseling. Demonstrated experience with and theoretical knowledge of graduate and undergraduate students and curriculum administration. Knowledge of and experience with admissions, grading, transcript, student academic records management, verification of enrollment, graduation and commencement, student fees, fee assessment and refunds, financial aid, OSD, student health, curriculum and general catalog updates, course scheduling, classroom management, and post-degree employment opportunities.

  • Knowledge of department, organization, HR and university policies and processes. Current knowledge of relevant industry federal, state and local laws and regulations including national accrediting organizations and state and federal licensing and regulatory offices. Thorough knowledge and understanding of the higher education community, including its policies, procedures, practices and culture. Extensive knowledge of UC academic policies and procedures, as well as federal and state laws, including the Family Educational Rights and Privacy Act of 1974 (FERPA) and ADA, as they apply to educational programs and student services. Thorough knowledge of TA/GSR/ASE appointment and funding and UAW union regulations related to student academic appointments. Knowledge of policy and support with academic integrity violations and student grievances. Experience in degree program reviews and program or school accreditation.

  • Demonstrated leadership skills in training and guiding employees on educational techniques. Motivates and inspires staff to improve the health profession education services. Successful experience in recruiting, supervising, motivating and leading staff; in analyzing work flow and determining optimal staff configurations to meet operational and service needs; and in resolving performance problems and other personnel issues and concerns.

  • Demonstrated ability to prioritize effectively to meet deadlines in a complex, challenging environment. Ability to organize assigned staff and unit operations in an efficient and effective manner.

  • Effective communication skills with peers, learners, faculty, and other education program coordinators / managers. Excellent communication and interpersonal skills to communicate effectively, both verbally and in writing. Excellent interpersonal skills with a demonstrated ability to develop and maintain trusting, effective, productive, and cooperative relationships with individuals at all levels within the University, students, and those in the community (partners and families), and work collaboratively with all to understand the needs and desires of all parties and incorporate their ideas and adapt to their needs. Empathetic and aware of impact on others. Communication and leadership skills to effectively inform and guide others to needed actions and outcomes.

  • Skills to evaluate issues and identify solutions within defined procedures and policies. Demonstrated ability to solve problems and suggest solutions through critical thinking process. Skills, knowledge, and experience in conflict resolution, counseling, mediation, and connecting individuals to institutional support resources.

  • Verbal and written communication skills to explain technical health profession / education concepts, actively listen, persuade, advise, and counsel. Multicultural competencies; ability to work with diverse populations. Demonstrated understanding of the importance of ensuring an equitable, inclusive, and diverse working environment, with the ability to work as a part of a diverse and collaborative team. Ability to communicate and work productively with anyone regardless of background, including those with and without technical knowledge or experience.

  • In-depth knowledge of educational software and technologies to promote a wide-range of teaching and learning goals. Sophisticated knowledge of student information systems as well as productivity programs including MSWord, Excel, Power Point, GoogleDocs, etc.

  • Proven ability to recruit faculty and integrate learners which requires high-level planning and coordination skills, the ability to think strategically and communicate complex information to multiple stakeholders.

  • Budgetary management skills and ability to analyze financial operating data to determine costs, remain within budget and ensure cost-effectiveness. Skill to identify resource impact and needs.

PREFERRED QUALIFICATIONS
  • Master's degree in Public Health, Adult Education, or a related field with at least 5 years of hands-on work experience in public health or related science educational programing.

Pay Transparency Act

Annual Full Pay Range: $82,500 - $151,500 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $39.51 - $72.56

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
