Summary of Position

Provides legal and policy strategy and project management as part of the Institute for Health Policy and Practice. Conducts regulatory and policy research and analysis to support at state and federal levels. Synthesize the knowledge gained and provide technical assistance as directed. This position will not include the practice of law.

Other minimum qualifications

  • Familiarity with frameworks in health law and policy, with a general understanding of the health service delivery, the Medicaid program and public health concepts.
  • Strong knowledge of the legislative process and the administrative rule process.

Additional Preferred Qualifications

  • Background in New Hampshire Medicaid Program and State administrative rule process.
  • Excellent research and writing skills in order to draft reports, explain regulatory issues in the health care system to various stakeholder groups, and communicate with policy makers.
  • Excellent interpersonal and verbal skills for managing stakeholder engagement.
  • Proficient in Microsoft PowerPoint.

Duty/Responsibility

  • Conduct policy research, analysis, and synthesis.
  • Serve as project coordinator and design regulatory reviews, analysis, and reports needed for projects in the Health Law and Policy portfolio, including identifying gaps in current understanding of regulation.
  • Develop a project plans for Health Law and Policy projects.

Duty/Responsibility

  • Develop technical assistance documents for Health Law and Policy projects that summarize regulatory approaches, and Federal and state legislation that can be used for internal and external project meetings and convenings.
  • Document results of research conducted in the form of written periodic reports to support reports to funders and project publications (white papers, policy documents, etc.), professional reports for publication, including peer-reviewed journals.

Duty/Responsibility

  • Attend relevant administrative hearings, stakeholder sessions, project meetings, and other convening as a representative of IHPP.
  • Present project and research findings, as appropriate.
